Event presentation


The @hospital 4.0 conference is being organised by the Louvain-la-Neuve Cercle du Lac, in collaboration with the agency Expansion, on 21 November from 1 to 6.30 pm. The Cercle du Lac is a business club that aims to promote networking, develop entrepreneurial relations and highlight innovation.

The conference @hospital 4.0 gives you the chance to find out about the latest trends as well as the funding and digitalisation issues facing hospitals in Belgium. To tackle these many subjects, we offer you a concentrated format of lectures with a panel of experts: hospital CEOs and directors, financial directors, laboratory heads, IT managers, politicians and the heads of mutual insurance funds involved in the reform of health care to create a platform for debate and discussion. The debate and discussion will be in French.

The speeches and discussions among experts and visionaries during the conference will focus on two themes:


  • Funding & management
    • The consequences and impacts of the reform on a structural and managerial level and as regards investment (network structure, budgetary constraints, ambulatory shift, etc.)
    • New paradigm: will hospitals be quoted on the stock exchange in the future?
    • The new funding strategies to be adopted further to the reform
  • Digital transformation
    • Digitalisation, DPI, ehealth, smart and predictive diagnostics: the priorities set and the strategies implemented
    • The impact of new technologies on the role of the biologist and the care path

Jacques de Toeuf

Medical Director General, from 2004 to 2014 - CHIREC Hospital

Dr Jacques de Toeuf graduated in medicine in 1970 (ULB – Free University of Brussels). Recognised as a surgeon in 1976, he followed a one-year course in cardiac surgery at Massachusetts General Hospital. He practised surgery in Belgium until 2007.

He has sat and continues to sit on many commissions and boards at the INAMI, the Belgian national institute for sickness and disability, and the Belgian Federal Public Service for Public Health, on behalf of ABSyM, the Belgian association of medical trade unions.

He fulfils several mandates within the Order of Doctors of French-speaking Brabant FR and on the Order's appeal board. He held the position of medical director general (CEO) of the Chirec hospital group from 2004 to 2014.

He has spoken at almost 100 national and international congresses and symposia as well as undertaking advisory missions for the health ministries of Macedonia and Bulgaria.

He was president of Healthcare.be and as such took part in several missions in Morocco, Libya, the United Arab Emirates (Dubai), Kuwait and Azerbaijan.

Bruno Colmant

CEO - Degroof Petercam Bank

Bruno Colmant is a Doctor of Applied Economics and holds a Master’s degree in Science (Purdue University, United States).

He is a member of the Royal Academy of Belgium and teaches at several universities in Belgium and abroad, including the ULB (Free University of Brussels), the UCL (Catholic University of Louvain) and the Vlerick Business School.

He is the author and/or co-author of over 80 works and is currently CEO of the Degroof Petercam bank.

Guy Durant

Professor Emeritus - Faculty of Public Health - UCLouvain

Emeritus Professor Guy DURANT is a management engineer with a degree in hospital management and a doctorate in public health from the UCL (Catholic University of Louvain).

Now retired, he was the Director of the Clinique St-Pierre hospital in Ottignies from 1980 to 1992. From that year until 1995, he joined the St-Luc university hospital in Brussels as Assistant Director-General, becoming CEO from 1995 to 2014.

Guy Durant taught in the UCL Faculty of Public Health throughout his career. For several years, he was also President of the Belgian Association of hospitals, Director of the International Hospital Federation and a member or Chairman of various Boards of Directors at acute care, psychiatric and revalidation hospitals.

Valérie Kokozska

Associate Professor - Centre for medical ethics - Catholic University of Lille

Valérie Kokoszka is a Doctor of Philosophy (UCL – Catholic University of Louvain) and lectures on the management of care and health institutions (Solvay). She is a member of the College of Alumni of the Royal Academy of Sciences, Letters and Fine Arts of Belgium, where she received the award in 2004, Letters category. After a career spent in research and teaching and then in the medical press (editor-in-chief and strategic director), she now lectures at the Medical Ethics Centre at the Catholic University of Lille. Her research focuses on phenomenology, new technologies (AI) and governance.

Melchior Wathelet

CEO - Xperthis

Melchior Wathelet Jr. began his political career in 2003. He was successively a member of the House of Representatives, Secretary of State in charge of the Environment, Energy, Mobility and Institutional Reforms and then Deputy Prime Minister in charge of Home Affairs and Equal Opportunities. He left politics in 2015 to take over at the head of the company Xperthis, a Belgian publisher of software solutions for the hospital sector.

Benoît Debande

General administrative, IT and financial manager - CHIREC

General practitioner, profession practised for 5 years, from 1986 to 1991.

Then he reoriented his career to start in the hospital sector as a medical manager orientation IT and clinical processes from 2001 to 2010 in Cliniques Universitaires Saint-Luc.

From 2010 to 2016, he was occupied as a manager of information systems (CIO-CMIO) in Hôpitaux Universitaires de Genève.

Subsequently, from 2016 to 2019, he held the position of general manager in Centre Hospitalier Jolimont.

Since the beginning of June this year, Dr. Benoit Debande is the new general administrative and financial manager of CHIREC and he is also in charge of the IT department.
